WSPHA 2025-26 Registration
Welcome to the West St Paul Hockey Information Page. The Board of Directors have been working hard over the off-season to ensure that our program is affordable for all members. We offer some of the most competitive registration rates in the area for all sports while continuing to invest and enhance our player and coaching development. Thanks to the Support of our Charitable Gaming Sites and Charitable Gaming employees, we are pleased to offer the reduced registration rates the upcoming season. As members of the community, please spread the word around about the affordability of West St Paul Hockey to any potential new players.
Thank you and Good Luck in the Upcoming Season.
Returning Mini Mites: If your child completed one year of Mini-Mites, please sign up depending on their birthdate under Mites or Returning Mini Mite. Typically, they will move into our Mite 1 program and not do a second year of Mini Mites.

Waivers
WSPHA welcomes all girls and boys that either live in or attend school in the ISD 197 district which includes West St Paul, Mendota Heights, Mendota, Lilydale, and Northern Eagan.
A player's participation in a specific hockey association is determined by Minnesota Hockey's Participation Rule. In general, youth hockey players must register and participate with the association whose boundaries incorporate the player's residence or the player's school. Under the current rule, players have the option of essentially playing where they live or where they go to school - provided, in the case of the latter, that a School Attendance Waiver is on file (this is an automatic waiver) and the player continues to attend a school in the given association's boundary.
In short, if your current residential address is outside of District 197 you will need to get a waiver for your child to play with WSPHA. There are two different waivers available, 1 year discretionary waiver (which is below) and the other is school attendance waiver. The School Attendance waiver is for players who live outside of D197 who attend a school within the borders. School Attendance waivers are for players leaving Mites/8U who make a request prior to their first year of Squirts/10U. That waiver is good until the player changes schools (if they do) outside of D197. One Year Waiver must be renewed each year.

IV. Participation
3. With the exception of Junior Gold and 19U Players, prior to a player’s first year of Squirts or 10U a Mandatory Waiver shall be granted to any player in good standing other than a Mite or 8U and under, without conditions except as described below, who wishes to participate in the MH association whose boundaries incorporate the school in which the player is enrolled and is attending, as follows:
b. Players waived based on school choice shall be deemed to be members of their Association of School Attendance and shall have full rights and privileges accorded to all members of that association, including voting rights. (Exception – see "Changing Schools" below.)
c. Players receiving a waiver based on school attendance shall register with their Association of School Attendance for as long as they continue to attend that school (including the first year). If they stop attending school in that association's area, they revert back to their Association of Residence for participation or waiver.
d. If a player has obtained a waiver based on this section, they shall be allowed to continue to play with their Association of School Attendance. If a player has not obtained a waiver based on school attendance prior to being eligible for Squirts or 10U, they may only play outside of their Association of Residence by obtaining a discretionary waiver.
e. Any player granted a school-based waiver prior to the changes adopted by MH at the January 2024 meeting will be allowed to continue to play in the association of school attendance where the player attended at the time of receipt of the waiver.
